    Megi may dump as much rain as Ondoy



    TYPHOON Megi is barreling toward Northeastern Luzon and expected to make landfall on Saturday, and it could bring the same amount of rain dumped by killer tropical storm Ondoy late last year that inundated Metro Manila, the weather bureau said Friday.

    The weather forecasts say Megi—it will be renamed Juan once it enters the Philippines— is expected to strengthen with winds of at least 150 kilometers per hour as it makes landfall on Luzon’s northeastern coast.

    The weather bureau on Friday warned fishermen and travelers to stay out of harm’s way and farmers to harvest their crops early. It expects heavy rainfall of 2 inches or 50 millimeters per hour.

    Ondoy killed 464 people, injured 529 more, and damaged P11 billion worth of farm products and infrastructure when it hit the Philippines in September 2009.

    More than 100 people were killed by another typhoon, Basyang, in July, when an angry President Benigno Aquino III fired the head of the weather bureau for failing to predict that the storm would hit Manila.

    “If [Megi] enters, it would be a typhoon category. Ondoy is a tropical storm category,” said Graciano Yumul, head of the Philippine Atmospheric, Geophysical and Astronomical Services Administration.

    “Ondoy would actually be of a lesser strength. However, if you start looking at the amount of rainfall that Juan is going to bring, satellite imagery shows that the amount of rain it’s bringing is basically similar to what Ondoy had dropped in Metro Manila.”

    Ondoy dumped one month’s volume of rain in just a few hours, flooding or submerging large parts of Marikina, Pasig, Quezon City, Manila, Caloocan and Muntinlupa.
    The weather bureau said Megi was expected to enter the Philippines around midnight or early Saturday morning.

    “The possible landfall area would actually be in the Cagayan-Isabela area,” Yumul said.

    “Then the forecast track line would be Cagayan, Isabela, Kalinga, Apayao and Abra, and ultimately it will exit Ilocos.”

    Metro Manila might be spared, Yumul said.
    “Of course, we are making sure that even people in Metro Manila are prepared for the simple reason that if the track line of tropical storm Megi would be deviated to a lower track line, then Metro Manila for that matter would be along the path of the track line,” he said.

    Situation:

    Severe floods had left 12 dead and nine missing in the central provinces as of yesterday while a tropical storm is forecast to hit the East Sea today. Most of the victims were swept away in flash floods while travelling in Nghe An, Ha Tinh, Quang Binh and Thua Thien-Hue provinces, reported local authorities.


    "The swift current and an immense sea of water on a large area make it difficult for us to search for the missing," said Nguyen Hong Ha, a local from Nghe An Province's Nghi Trung Commune. Vietnam News Agency journalists reported that waters continued to rise in these provinces. The three consecutive days of torrential rains that ended last Saturday also flooded thousands of houses in these provinces for the second time since the beginning of October, said the Flood and Storm Control Steering Committee.

    In Quang Binh alone, 10,000 families were evacuated to safe places and some 40,000 houses remained flooded, nearly half of which were 1.5-2m deep in water, said the provincial People's Committee chairman Nguyen Huu Hoai. Heavy rains and flooding also blocked road and railway transport, isolating more than 100,000 houses in Ha Tinh Province after its Mo and Khe Mung hydro-power dams were broken. "Rain has resulted in landslides leaving 25 areas under thousands of cubic metres of soil and rocks and blocking transport on National Highway 8A," said Nguyen Truong Tuong, director of 474 Road Management and Repair Company.


    National Highway 1A was also 1m deep in water and many provincial roads remained many metres under water, preventing rescue teams from reaching flooded houses.

    The north-south railway was suspended between Nghe An's Vinh Station and Quang Binh's Dong Hoi Station after many parts of the rails were washed away in the floods, said Nguyen Huu Tuyen, head of the Viet Nam Railway's Transport Business Department. He couldn't say when the section could reopen but workers would start fixing the rails as soon as water subsided. Three north-south trains were cancelled yesterday while some 3,000 passengers who were stranded at these two stations last Saturday continued their journey by bus. Meanwhile, the National Centre for Hydro-Meteorological Forecasting says Storm Megi, the incoming tropical storm that formed in the Philippines, is travelling west at 20kph and is predicted to be 300km east of Hoang Sa (Paracel) Archipelago by Wednesday morning. The previous floods in early October killed 66 people in the centre of Viet Nam.

    Strong typhoon heads for Philippines; thousands flee

    MANILA (AP) — The strongest typhoon to threaten the Philippines in recent years menacingly roared toward the country's north Sunday, prompting thousands of villagers to flee to safety and sparking massive emergency preparations.
    Typhoon Megi had sustained winds of 140 miles per hour and gusts of 162 mph by nightfall but could strengthen as it moves west at 14 mph over the Philippine Sea. Forecasters said it's expected to slam into Cagayan province Monday morning.
    With its ferocious wind, Megi has become the strongest typhoon to threaten the country in four years, government forecasters say. A 2006 howler with 155-mph winds set off volcanic mudslides that buried entire villages, killing about 1,000 people.
    Weather officials issued the highest of a four-tier public storm alert for Cagayan and nearby Isabela province, warning of pounding rains and fierce wind that could significantly damage agriculture, residential areas, power and communications. They urged all outdoor activities to be cancelled and advised one family member to stay awake overnight for any contingency.
    Thousands of military reserve officers and volunteers were on standby, along with helicopters, including six Chinooks that were committed by U.S. troops holding war exercises with Filipino soldiers near Manila, said Benito Ramos, a top disaster-response official.
    Rescue boats and thousands of food packs have been positioned near vulnerable areas, he said, adding that schools along the typhoon's path would be closed.
    The weather bureau has warned fishermen and travelers to stay out of harm's way.
    "This is like preparing for war," Mr. Ramos, a retired army general, told the Associated Press. "We know the past lessons, and we're aiming for zero casualties."
    An angry President Benigno Aquino III fired the head of the weather bureau in July for failing to predict that a typhoon would hit Manila. More than 100 people were killed in the capital and outlying provinces by that storm.
    Authorities planned to start evacuating residents Sunday in and near areas where storm surges, flooding and landslides could happen. Dozens of families voluntarily moved out of their homes to safer ground Saturday in mountainous Isabela, Mr. Ramos said, estimating at least a few thousands of people had evacuated from their homes there and in Cagayan by Sunday night.





    In nearby Cagayan, a vast agricultural valley crisscrossed by rivers and creeks, authorities have ordered villagers to move out of high-risk neighborhoods in 12 coastal towns.
    "If nobody will budge, we may carry out forced evacuations," said Bonifacio Cuarteros of the Provincial Disaster Risk Reduction and Management office.
    Farmers in Cagayan, a rice- and tobacco-producing region of more than 1 million people about 250 miles northeast of Manila, have been warned to harvest as much of their crops as possible before Typhoon Megi hits or risk losses, Mr. Cuarteros said, adding the typhoon would hit amid the harvest season.
    With its current course and speed, the typhoon is expected to barrel across the northern tip of Luzon island then blow into the South China Sea late Monday toward northern Vietnam or southern China, weather bureau official Nataniel Servando said.


    China's National Meteorological Center issued its second-highest alert for potential "wild winds and huge waves," warning vessels to take shelter and urging authorities to brace for emergencies, the state-run Xinhua News Agency reported Sunday.

PNP chief Director General Raul Bacalzo said the landslide poured rock and debris on Kabugao National Road in Apayao province, rendering it impassable to all types of vehicles as of 7 a.m. He said the PNP has put all reserve assets on standby for possible deployment to clear roads and highways all over the country.     'Juan' makes landfall in Isabela

    MANILA, Philippines (UPDATE 4) - Supertyphoon Juan (international codename: Megi) has made landfall in Divilacan Peak in Isabela province before noon Monday, weather bureau PAGASA said.
    A report on the PAGASA website said Juan made landfall are at Sierra Madre Mt. Estagno Point at Divilacan Peak at 11:25 a.m.
    PAGASA senior weather forecaster Robert Sawi earlier said the typhoon will hit central Isabela, particularly Palanan, instead of northern Isabela as earlier forecast.
    As of 11:00 a.m., the typhoon was located 20 kilometers east from the coast of Palanan, Isabela or 80 kilometers east of Tuguegarao City. The typhoon is packing maximum sustained winds of 225 kph near the center and gusts of up to 260 kph and is moving in a west southwest direction at 17 kph.
    Sawi warned that "Ondoy-like" rains could affect parts of Northern Luzon as the typhoon slows down. "As it gets slower, it becomes more dangerous for affected areas," he said in a press briefing.
    He also noted that the typhoon could shift south and affect Pangasinan.
    He also warned of possible landslides in the Cordillera Administrative Region and Mountain Province due to heavy rains brought by Juan.
    Public Storm Warning Signal No.4 has been hoisted in Cagayan, Isabela, Kalinga, Mountain Province and Ifugao; while Signal No. 3 in Batanes, Calayan, Babuyan Group of Islands, Apayao, Benguet, Quirino, Nueva Vizcaya and Northern Aurora.

    Storm Signal No. 2 was hoisted in Ilocos Norte, Ilocos Sur, Abra, La Union, Rest of Aurora, Pangasinan, Tarlac, Nueva Ecija and Polillio Island while Storm Signal No. 1 was hoisted in Metro Manila, Cavite, Bulacan, Pampanga, Bataan, Zambales, Northern Quezon, Rizal, Laguna and Batangas.

    Emy Amad Bucaneg of the municipal planning and development office of Gonzaga, Cagayan said at least 100 families have been evacuated in Gonzaga town in Cagayan.
    The Philippine Coast Guard said it has deployed two search and rescue vessels in Northern Luzon.
    Air Philippines has canceled 2 domestic flights on Monday, namely: 2P-014 from Manila to Tuguegarao, and 2P-015 from Tuguegarao to Manila.
    SeaAir has also canceled flights going to Basco, Batanes.
    The National Disaster Coordinating Council said a landslide poured rock and debris on Cabugao National Road in Apayao province, rendering it impassable to all types of vehicles as of 7 a.m.
    President Benigno Aquino III ordered all government agencies to be on high alert to prevent casualties, while the coast guard was instructed to ban all fishing vessels from setting off to sea in the north.
    "The president is reiterating that all agencies concerned should be ready for the approaching super typhoon Juan (Megi)," said Abigail Valte, a deputy spokeswoman for Aquino.
    She warned the public against complacency, amid reports that the weather in some northern provinces remained clear as of early Sunday.
    But Norma Talosig, regional chief of the Office of Civil Defense, said the government was not ruling out forced evacuation for those who refused to leave their homes despite being told to do so.
    "If we have to conduct forced evacuations, we'll do it for their safety," Talosig said over national radio. "Our main objective is the safety of the community, the safety of the responders."
    In Manila, disaster officials said food packs, medicine and rescue equipment, including rubber boats, were ready in areas expected to be lashed by the typhoon.
    National police spokesman Senior Superintendent Agrimero Cruz said additional search and rescue teams from Manila were en route to the north to bolster forces there.
    "We have also declared a full alert status all over the country," Cruz said.
    Relief charities were also mobilizing in preparation for any damage by the typhoon.
    "We have prepositioned goods as well as a standby supplier for rice in case people will be evacuated here in Isabela. We will continue to monitor the typhoon," said Fe Olonan, World Vision program manager in Isabela -- a province of Luzon which is on high-alert.
    The Philippines is battered by an average of 20 typhoons a year, some of them deadly.
    Tropical Storm Ketsana and Typhoon Parma struck the northern Philippine island of Luzon within a week of each other in September and October last year, triggering the worst flooding in recent history.
    The twin storms killed more than 1,000 people, affected nearly 10 million and caused damage worth 4.3 billion dollars according to the World Bank and international humanitarian agencies.
    The US Navy's Joint Typhoon Warning Center in its latest advisory Sunday said "Juan" had undergone "rapid intensification", but could weaken as it moves across mountainous terrain after hitting Luzon.
    Juan would then begin to steadily re-intensify as it leaves the country heading for the South China Sea, it said. With Agence France-Presse
