1) Tropical Depression 10W (06W,13.1N 127.2E,25kts) : เมื่อเวลา 01.00น.วันนี้(25ก.ค.2554) หย่อมความกดอากาศต่ำกำลังแรง 93W ซึ่งมีศูนย์กลางปกคลุมทะเลฟิลิปินส์ ได้พัฒนาเป็น ดีเปรสชันเขตร้อน 10W แล้ว อยู่ที่ละติจูด 13.1องศาเหนือ ลองจิจูด 127.2 องศาตะวันออก หรือมีศูนย์กลางอยู่ทางทิศตะวันออกเฉียงใต้ จากกรุงมะนิลา ประเทศฟิลิปินส์ ห่ างประมาณ 740 กิโลเมตร. กำลังเคลื่อนตัวไปทางทิศตะวันตกค่อนทางเหนือด้วยความเร็ว 7 นอต(13 กิโลเมตรต่อชั่วโมง) เมื่อ 6 ชั่วโมงที่ผ่านมา . มีความเร็วลมสูงสุดใกล้ศูนย์กลางประมาณ 25 นอต(46 กิโลเมตรต่อชั่วโมง) ลมกระโชกแรงสูงสุดประมาณ 35นอต(65 กิโลเมตรต่อชั่วโมง) ความกดอากาศที่พื้นผิวน้ำทะเลประมาณ 1004 มิลลิบาร์ คลื่นทะเลสูงสุดประมาณ - เมตรในช่วง 6 ชั่วโมงที่ผ่านมา.... / คาด ในช่วง 12-24 ชั่วโมงข้างหน้านี้ ดีเปรสชันเขตร้อน 10W จะเริ่มมีทิศทางเคลื่อนตัวไปทางตะวันออกเฉียงเหนือมากขึ้น มีเเนวโน้มพัฒนาเป็นพายุโซนร้อน ช่วง 26 ก.ค.54 นี้ โดยในช่วง 27-29 ก.ค.54 พายุนี้มีแนวโน้มเคลื่อนตัวผ่านหัวเกาะลูซอน ประเทศฟิลิปปินส์ แล้วเลยลงสู่ทะเลจีนใต้ในระยะต่อไป : ประกาศศูนย์ร่วมการเตือนภัยไต้ฝุ่น (Joint Typhoon Warning Center หรือ JTWC )

MANILA (Update) -- Tropical Storm "Juaning" (international codename: Nock-ten) unleashed massive floods and landslides Tuesday in the main island of Luzon, killing 10 people and leaving 10 others missing.
Albay Governor Joey Salceda said three children died in a landslide in a mountainside village in Polangui town, while two men were pinned to death by a fallen coconut tree. Two other people died in storm-related accidents in the hard-hit province. Several towns were also isolated.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) has placed 39 areas under storm warning alert, as of 10 p.m. Tuesday.

Public storm signal number two was hoisted over Camarines Provinces, Camarines Provinces, Albay, Catanduanes, Aurora, Quirino, Nueva Vizcaya, Benguet, La Union, Pangasinan, Nueva Ecija, Zambales, Pampanga, Tarlac, Bulacan, Bataan, Rizal, Cavite, Laguna, Batangas, Quezon including Polillo Island, and Metro Manila.
Placed under signal number one are Ilocos Norte, Ilocos Sur, Apayao, Cagayan, Abra, Kalinga, Isabela, Mt. Province, Ifugao, Mindoro provinces, Lubang Island., Marinduque, Romblon, Burias Island, Masbate, Ticao Island, and Sorsogon.
Fourteen fishermen who were reported missing at sea after strong wind and waves destroyed their motor boat off Balesin Island in Quezon province survived the ordeal by swimming to shore and were helped to safety by villagers, said Benito Ramos, administrator of the Office of Civil Defense.
He said the 14 are crewmembers of M/V Henrik.

"Many of our towns seemed like islands. They were isolated from each other," Salceda told The Associated Press by telephone from the Albay provincial capital of Legazpi, where he was overseeing rescue efforts for stranded villagers.
Other fatalities included a man electrocuted by a cable from a toppled power post while another drowned in eastern Catanduanes province. A villager suffered a heart attack at the height of the storm in Camarines Sur Province.
At 10 p.m. Tuesday, Juaning was 70 kilometers north northwest of Daet, Camarines Norte, packing maximum winds of 85 kilometers per hour (kph) and gustiness of up to 100 kph. It is moving west northwest at 11 kph. It dumped heavy rains as it moved slowly toward Luzon's eastern coast.
Waist-deep floodwaters swamped the houses of about half a million people, or nearly half of Albay's population, after "Juaning" set off pounding rains overnight and forced many to flee to safer areas, including churches and village halls, Salceda said.
Salceda said four men were reported missing after the storm flooded and isolated many of Albay's 15 farming towns and three cities.
Six other people were missing in the stormy weather in nearby provinces, officials said.
Salceda said the storm caused power outages and suspended classes. Authorities canceled several domestic flights and ferry operations, stranding passengers.
At least 28 inbound and outbound flights at the Ninoy Aquino International Airport have been suspended due to bad weather. The affected flights mostly incoming and outgoing flights from the cities of Legazpi, Naga, Dumaguete and Calbayog town.
Some 600 persons have been stranded in some seaports in Bicol Region.
The storm, which has a 310-mile (500-km)-wide cloud band, was expected to blow into eastern Quezon province early Wednesday, then barrel through the provinces of Bulacan and Pampanga just north of the Philippine capital, where grade and high school classes were canceled, said Undersecretary Graciano Yumul of the government weather agency.
Regional disaster-response official Raffy Alejandro said the storm inundated seven towns of Camarines Sur in the province's worst flooding in five years.
Army troops and coast guard personnel planned to bring seven rubber boats to rescue some villagers trapped on roofs but a key highway was blocked by floodwaters and mudflows from Albay's Mayon volcano, Alejandro said.
Alejandro said his typhoon-prone region did not have even one helicopter for rescue operations. The air force pulled out their aircraft from the area for unspecified reasons a few months ago despite his appeal for at least two standby choppers during the typhoon season that started in June, Alejandro said. MANILA (4th update, 2:09 p.m.) -- State weather bureau said Tropical Storm "Juaning" is expected to make landfall in Aurora province Tuesday night.
During its press conference, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said "Juaning" may make landfall in Aurora around 8 p.m. if it will not change direction.

Pagasa said “Juaning” was at 90 kilometers north northeast of Daet, Camarines Norte as of 1 p.m.

“Juaning” still packed maximum sustained winds of 65 kilometers per hour (kph) near the center and gustiness of up to 80 kph.
It is moving west northwest at 19 kilometers per hour threatening the Quezon-Aurora area.
Pagasa hoisted storm signal number 2 over Catanduanes, Albay, and Camarines Norte, Camarines Sur, and Quezon, Polillo Island and Aurora.
Storm signal number 1 has also been hoisted over Ilocos Norte, Ilocos Sur, Abra, Apayao, Kalinga, Cagayan, Isabela, Ifugao, Mt. Classes suspended
Classes in seven regions in the country were suspended Tuesday due to Tropical Storm Juaning.
In an advisory of the Department of Education, the National Capital Region (NCR), Ilocos Region, Cagayan Valley, Cordillera Administrative Region, Central Luzon, Calabarzon, and Bicol Regions suspended classes in provinces under pubnlic storm signal.
DepEd-NCR Director Elena Cruz said classes in pre-school, elementary and high school in public and private school in the entire region were suspended due to the bad weather.
All classes in pre-school (public and private) were also automatically suspended in Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Cagayan, Isabela, Nueva Vizcaya, Quirino, Abra, Apayao, Kalinga, Ifugao, Mt. Province, Benguet, Nueva Ecija and Aurora.
In Calabarzon Region, all classes in pre-school, elementary, and high school were also suspended in Bacoor, Imus, Noveleta, Rosario, Kawit, Tanza, Gen. Trias, San Pablo City, Lipa City, Quezon Province including Polilio Island.
All provinces in Bicol Region have also suspended classes from pre-school, elementary, and high school both in public and private schools.
The Commission on Higher Education (Ched), for its part, said it only suspends classes on college level if signal number 3 is up.
However, some universities have already suspended afternoon classes due to heavy rains.
The Far Eastern University (Manila), University of the East (Manila, Caloocan), University of Santo Tomas, and University of the Philippines (Manila) have already suspended classes starting 12 noon.
Flights cancelled
At least 20 domestic flights were also cancelled Tuesday due to the weather disturbance.
Philippine Airlines, Cebu Pacific, Zest Air flights Manila-Catarman, Manila-Legaspi, Manila-Naga, Manila-Dumaguete, Manila-Legaspi, Manila-Masbate and vice versa were suspended.
These include: PR 277, PR 278, 5J 711, 5J 712, 5J 325, 5J 326, 5J 521, 5J 522, 5J 323, 5J 324, 5J 625, 5J 626, 2P 091, 2P 092, 2P 265, 2P 266, 2P 925, 2P 926, Z2 260, and Z2 261.
The Philippine Coast Guard also advised the fishing vessels not to venture due to rough seas.
Fatalities
Catanduanes Governor Joseph Cua said two people have died in the province due to "Juaning".
He identified the fatalities as Rolando Angolo, 45, a resident of San Vicente, Bagamanoc; and Noel Angeles, 49, of San Vicente, Viga.
Albay Governor Joey Salceda also confirmed in a television interview that "Juaning" also left six people dead in the province.
The identities of the fatalities are yet to be identified.
“Juaning” is expected to be in the vicinity of Dagupan City by Wednesday morning and at 260 kilometers west northwest of Laoag City by Thursday morning.
Residents in low-lying and mountainous areas under signals are alerted against possible flashfloods and landslides.
Likewise, those living in coastal areas are alerted against big waves or storm surges generated by this tropical cyclone.
"Juaning" will continue to bring rains over central and southern Luzon and of Visayas, Pagasa added. (Sunnex)

นายรอยล จิตรดอน ผู้อำนวยการสถาบันสารสนเทศทรัพยากรน้ำและการเกษตร คาดการณ์ว่า

พายุโซนร้อนนกเต็นจะส่งผลให้เกิดฝนตกหนักและน้ำป่าไหลหลากใน

พื้นที่ภาคเหนือที่ จ.น่าน แพร่ พะเยา เชียงราย และเชียงใหม่ โดยเฉพาะ จ.น่าน อาจจะเกิดน้ำท่วมหนักเป็นรอบที่ 3 อีกครั้งได้

ส่วนในภาคตะวันออกเฉียงเหนือ ระดับน้ำในแม่น้ำโขงน่าจะเพิ่มสูงขึ้นอย่างรวดเร็ว ตั้งแต่วันที่ 30 กรกฎาคม ต่อเนื่องไปจนถึงวันที่ 3 สิงหาคม ซึ่งอาจจะส่งผลให้เกิดน้ำท่วมในจังหวัดริมฝั่งน้ำโขงในช่วงนี้ได้ เพราะแม้ประเทศไทยจะพยายามเร่งพร่องน้ำโขงอยู่ในขณะนี้ แต่ประเทศเพื่อนบ้านก็กำลังเร่งพร่องน้ำด้วยเช่นกัน ซึ่งจะส่งผลให้ระดับน้ำในแม่น้ำโขงสูงขึ้นอีก

ส่วนกรมอุตุนิยมวิทยา คาดการณ์ว่า ในวันนี้มรสุมตะวันตกเฉียงใต้ที่พัดปกคลุมทะเลอันดามันและอ่าวไทยมีกำลังแรง ขึ้น ซึ่งจะส่งผลให้มีฝนตกหนัก ประกอบกับพายุโซนร้อนนกเต็นกำลังเคลื่อนเข้ามาอีกด้าน และคาดว่าจะขึ้นฝั่งประเทศเวียดนามในวันที่ 30 กรกฎาคมนี้ จึงควรเฝ้าระวังฝนตกหนักในภาคเหนือตอนบน ภาคตะวันออกเฉียงเหนือตอนบน ภาคกลาง ภาคตะวันออกและภาคใต้ฝั่งตะวันตก

</td> </tr> <tr> <td colspan="3" style="PADDING: 10px; BORDER-LEFT:gray 1px solid;BORDER-RIGHT:gray 1px solid;" align="center" width="100%"> เมื่อเวลา 04.00 น. วันนี้ (29 ก.ค.54) พายุโซนร้อน “นกเตน” (NOCK TEN) บริเวณทะเลจีนใต้ มีศูนย์กลางอยู่ห่างประมาณ 280 กิโลเมตร ทางตะวันออกของเกาะไหหลำ ประเทศจีน หรือที่ละติจูด 18.1 องศาเหนือ ลองจิจูด 112.6 องศาตะวันออก มีความเร็วลมใกล้ศูนย์กลางประมาณ 50 นอต หรือ 90 กิโลเมตรต่อชั่วโมง กำลังเคลื่อนตัวทางทิศตะวันตก ด้วยความเร็วประมาณ 10 นอต หรือ 18 กิโลเมตรต่อชั่วโมง คาดว่า พายุนี้จะเคลื่อนผ่านเกาะไหหลำ อ่าวตังเกี๋ย และขึ้นฝั่งที่บริเวณประเทศเวียดนามตอนบนในช่วงวันที่ 30-31 ก.ค. และในขณะที่มรสุมตะวันตกเฉียงใต้ที่พัดปกคลุมทะเลอันดามัน ประเทศไทย และอ่าวไทย มีกำลังแรง ลักษณะเช่นนี้
ทำให้ประเทศไทยจะมีฝนตกชุกหนาแน่นเพิ่มขึ้นและมีฝนตกหนักถึงหนักมากหลาย พื้นที่ โดยเฉพาะด้านรับลมบริเวณภาคเหนือ ภาคตะวันออกเฉียงเหนือ ด้านตะวันตกของภาคกลาง ภาคตะวันออก และ ภาคใต้ฝั่งตะวันตก
จึงขอให้ประชาชนในพื้นที่เสี่ยงภัยตามที่ลาดเชิงเขา ใกล้ทางน้ำไหลผ่าน และพื้นที่ราบลุ่ม ระมัดระวังอันตรายจากน้ำท่วมฉับพลัน น้ำป่าไหลหลาก และน้ำล้นตลิ่ง ในช่วงวันที่ 30 ก.ค.-2 ส.ค.
ส่วนคลื่นลมในทะเลอันดามันและอ่าวไทยตอนบนจะมีกำลังแรง โดยมีคลื่นสูง 2-4 เมตร ขอให้ชาวเรือบริเวณดังกล่าวระมัดระวังอันตรายในการเดินเรือ และเรือเล็กควรงดออกจากฝั่งในระยะนี้ไว้ด้วย
